I am looking for experience coder with who I can work on this project, the candidate must be able to code below:

1. Set-up the look of CMS based on provided psd file and graphic.
2. Set-up user login functionality to two different areas. Group A has access to different sites than group B.
3. Tune up the look and feel for articles if needed.

The required layout of the page consist two sliders one with promotions and one with company logos, becouse of that you need to know what plug-in must be used, Im expecting proposal from your side what is best to use.
