We need a completely new website based on CakePHP.

The website should be programmed and designed from scratch. The site allows registered users to enter and modify data arranged in categories. A formula-based wizard gives tips and guides the user.

The site has typical pages like start, registration, help, faq, data entry etc.
A concept paper is available.
