I would like a site very similar in performance and and behavior to etsy.com .
In other words the website will act as marketplace. The products sold will be digital files. Vendors will sign up to sell their products, buyers will pay them directly. The website invoices vendors each month for fees due. The checkout system will be Paypal. The electronic files will be delivered by the website upon successful payment. If buyers add items to shopping cart from multiple vendors, the buyer must checkout for each one (as per etsy today). The website will have multiple level of product categories. Buyers can leave 1-5 star reviews and/or written reviews for vendors.
The system should generate and email invoices at the end of the month for each vendor based on sales/activity. Unpaid accounts will be disabled.
The website will also feature a section where buyers can request a digital file that does not already exist for a fixed price. Vendors can submit for that work (not an auction, fixed price). The winner will go through checkout as normal and post digital files afterwards.
Ability for vendors to purchase feature listings at extra cost
New vendors must be approved before listings appear.
Vendors can pause/holiday their listings temporarily.
Prospective buyers/buyers and vendors can PM each other.
The website should be as simple and clean as etsy, but must absolutely respect their design copyright etc.
I expect smart use of ajax where suitable (eg adding items to shopping cart etc)
Copy/paste submissions will be met with a cut/delete response. Please reply with reference websites you have built.
I will provide some HTML/CSS files for look and feel reference.
I would prefer the website to be coded using PHP/AJAX/MYSQL.
I will be responsible for all static files on the website (e.g. help, terms and conditions etc)
SUMMARY
So to review, the website will behave like etsy with the above exceptions/additions.
There will be three main areas of the website:
1) Administrator area - manage vendors, buyers, listings, website, reporting etc
2) Vendor area - sign-up, add listings, manage listings, reporting etc
3) Visitor/Buyer area - home page, categorized product listings, product detail page
If you have built shopping carts in the past this should be a good project for you to re-use your knowledge.
The winning bidder will be chosen on the strength of their submission and their history. That means if you have no Scriptlance reviews, you should put a lot of detail into your submission so that I know you can do the job.

Additional Info (Added 5/25/2010 at 19:12 EST)... The most suitable shopping cart solution I have found is x cart however the checkout model is not at all like etsy so I cannot use it. If you are an x-cart expert it could be an option to customize that as a solution. Contact me if you need further clarification.
