I need an app for iOS and Android that will match features from Photoshop Lens Flare plug-in

Please let me know what amount of functionality from these 2 sources would be available for the price listed in the shortest span of time. The possibility for another contract to expand at a later date should be kept in mind.

User Workflow:
1) User selects a picture
2) User selects a flare from a list
3) User moves flare via touch screen
4) User saves picture
