I want a multi-platform mobile app that tests and reports various metrics, similar to the speedtest.net app. downloaded files must be able to come from Amazon S3. web app the mobile app communicates with must be php based and record results in a mysql database.

Budget $600 for at least 2 mobile platforms i.e. iPhone+Android, if you can develop for any one then you must know the price per platform according to the budget set!
