A membership-based, B2B matchmaking website with 2 categories of members.
The database/website functionality should be a replica of http://www.scandinavianinvestmentnetwork.com.

The first category has three options for membership (Free, Basic or Premium) and register their information for free membership purposes. The first category will then be able to register business proposals within its industry and region. These proposals are approved or denied based upon the administrator©s review of the proposals.

If approved, they are notified and the proposals are available for the second category of members. The second category does not pay - their membership is free. The information available is the heading and introduction text of the proposals ONLY.
When the first category goes for a paid basic membership, the second category will be given access to their company profile and approved proposals for matchmaking.

Premium membership makes all information of the second category available for the first category. Each membership level comes with a certain range of a maximum amount of proposals. Proposals extending this range must be paid for.
The major component of this site is a searchable relational database for connecting people wanting to do business together. It also should feature an opportunity for each category to place a request to do business with members in the other category who meet key word matches, based upon each member©s profile.

The site and database must be designed to be administrator friendly for revisions to both.
Other features should include:

+ auto email alert option for members to be notified when a match has been made. (They should be able to go back to site to locate like Linked In.)
+ emessaging system within site similar to Craigslist. Both categories of members has the option of remaining confidential until they opt to reveal their identify themselves (email address or name or company).

+ All web site text should be available in a separate language file for translation purposes.
