I need a website and control panel designed that query's and writes data to an existing mysql database.  

The control panel will handle 
- account creation to the mysql db.
- char deletion and administration
- etc etc.

We also need bug tracker, forum, and support ticket single sign on.  Or the control panel can be programmed with this functionality in it.

And need some sort of refering rewards for users that bring players to the game.
