I want a Program that can run in background of a S60 3rd Ed FP1.
    1. Able to determine the nature of a call by looking at the first three digits of the dialed phone number.
    2. If call is international (first three digits are "011") the program will take action.
    3. Action taken by the program will be to transparent to user /caller
         a. halt the outgoing (dialed) call, and dial an alternative phone number.
         b. dial an another phone number and enter an access code 
         c. re-dial the original phone number 

Finish product must be able to pass Nokia certification.
