Completion of Windows Mobile client for B2B client-server mobile data collection application.  Will utilize online (google) and offline mapping architectures to collect and display location-based data, and SQL and XML to store and transmit it.  API uses REST based architecture for a Ruby on Rails based web portal.  This client has been started and is roughly 1/2 done.  If incumbent chooses to start over, and can complete within budget and timeframe, that is acceptable.
