This is an opening for anyone with a strong knowledge of OpenID.

I would like to start providing OpenID identities to my staff and customers.

I need someone who can set this system up. I want people to be able to sign up for an OpenID on my domain name.

You will need to create a system where people can sign up for an openID, provided by my site. 

I basically want to become and OpenID provder like https://www.myopenid.com/

There are libraries out there which can help you greatly . See this site: http://openid.net/add-openid/become-a-provider/

You will be working from scratch with a blank cloud server.

Those with a strong knowledge computer security experience will be preferable.
