I am looking for an experienced programmer who could develop a pre-recorded webinar tool for me.  The initial task would be to develop a script that will play an MP4 video only at a specific time on a webpage.  If a visitor comes in half way through the presentation, the video will be playing at that entry point (not the beginning).  The script should also allow for other video sizes and flexibility on the video skin (similar to a longtail script).

Also, experience with designing a video skin may be requested. 

If you think you would do this, please send me your proposal and a brief explanation on how you think this would be done (technically...i.e., it will be done in Javascript, php, etc....is it done server-side?).
