starting a new App that is going to be a game changer

it is a app where when a consumer is driving around town and get close to a store or retailer we define, a push notification goes off on their phone saying "hey john smith we see you are close to applebees, swing by tonight for free appetizer on any purchase over $20" (or whatever the offer is, and different retailer and vendors will have different offers of course.)

it is a new location based coupon app, free to the customer, and the retailer pays us a flat fee to be listed.

need to set the notifications by mile limit, and by frequencey because everytime you drive by applebees on your way to and from work and lunch, you dont need to be getting 3 or 4 notifications, need to have like one per store per 24 hours or per week or something like that

i am new to design and developing apps, i am a business owner, i own retail stores throught the US, but dont have much experience with apps, and technology and new to this website.

please leave me your feedback and thoughts as i think this app will be killer. I will pay well if the app looks great, and works even better.
