I need two apps one for Android, one for iphone, possibly even blackberry

This is for my client who would like users of the app to be able to pay bills with a payment system either paypal or other payment system.

users must sign up for app giving their full name address postcode date of birth, council tax reference. number this must . a numerical password must be entered to enter system there after (numerial keypad must also show)

Once signed in to app, customer will see screen, headed:What do you want to do.

report anti social behaviour. - will go to a form which will be sent to specific team once complete. (form details to follow)
contact safer runnymede. will go to email screen
pay a bill ---- go to a screen which will display. possibly similiar to ebay app "pay with paypal icon"
