I need a classifieds site like gumtree.com .au but my site will be much easier, it is specilizing on bus/taxi industry only and it will have all its functionalities with a few minimal differences.

Instead of charging customers to post jobs, as in gumtree.com , it will be free now, but there should be a possibility of changing this in the future.

Design will be provided as psd file. 10% pay in front. 60% when the site is finished. last 30% pay after the testing.(2weeks after the site done)

the site must be finished within 4 weeks.
